Despite it most commonly being known as an Irish folk song Dirty Old Town was penned by the english folk musician/playwright/actor Ewan MacColl. MacColl was born and raised in Salford, Greater Manchester (though Salford was in Lancashire in 1949 when the song was written). Salford council weren't all that happy about having Salford referenced as a dirty old town and MacColl finally agreed to change the lyric 'smelled a spring, on the Salford wind' to 'smelled a spring, on the smokey wind' to put the song in a more general setting.
